The blue striped dress is from Kmart's Attention line in March 2012; the shoes are Fioni "In the Mix" navy felt peep-toe pumps, from Payless in February 2011. Other accessories are a blue bow, gold jewelry, and navy tights.
Note the new earrings. I saw these in the store and realized I didn't have a pair of dangly ones in gold. (FTR, bought at Kmart, almost the only place still regularly carrying clip-ons.)
